GUANTANAMO BAY U.S. NAVAL BASE, Cuba (Reuters) - The U.S. military ignored orders to develop a plan specifying how and where prisoners would serve their sentences after conviction in the Guantanamo war crimes tribunals, a judge said on Wednesday.
